ChatGPT ads in Europe
The European rollout is happening right now, and for a few weeks access is the constraint rather than budget.
On 19 August 2026 OpenAI announced ChatGPT ads are expanding to 31 European countries, including Germany, France, Spain, Italy, the Netherlands, Austria and the Nordics. Until self-serve Ads Manager opens in Europe — expected later in summer 2026 — European advertisers buy through OpenAI’s Ads Solutions team, agency partners or technology partners.
Which European countries are included?
The rollout covers 31 countries: the EU member states plus Iceland, Liechtenstein, Norway and Switzerland. Named in the announcement were Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria.
The UK is separate and already live — ads launched there in August 2026 alongside Japan and South Korea.

How do European advertisers buy right now?
Three routes, and for a short window they are the only ones.
- OpenAI’s Ads Solutions team — direct, and realistically weighted towards large budgets
- Agency partners — including the holding companies brought into the pilot, and independents running campaigns in client accounts
- Technology partners — platforms such as StackAdapt and Criteo that already have integrations
Self-serve Ads Manager access in Europe is expected later in summer 2026. Until then, access itself is the bottleneck, which is unusual and temporary.

One accurate framing worth keeping: no public "OpenAI-certified agency" programme exists. Anyone claiming certification is describing something that has not been created. What is real is operating directly in Ads Manager, which is what we do.
Can a non-European company advertise into Europe?
Yes. Targeting is country level, and you can buy into any live market from anywhere. A US brand can advertise into Germany, and a German brand can advertise into the US.
What does not transfer is the copy. Context hints are plain-language descriptions of conversations, and conversations happen in the local language with local buying triggers. A translated English hint describes an English conversation.
Why does the first month matter so much?
Because a market is cheapest the week it opens, and never that cheap again.
Two things compound in the opening weeks. Fewer advertisers are bidding, so the clearing price is lower. And the auction is relevance-weighted, so the accounts that build performance history early keep an advantage after the budgets arrive.

Advertisers do not get access to user conversations, and advertising does not influence the assistant’s answers — OpenAI has been consistent on both since launch.
Your own obligations do not change. Server-side conversion tracking through the Conversions API means you are sending hashed customer data from your systems, which needs the same consent posture and the same lawful basis as any other server-side integration you run. Get that right before launch, not after.
